If you can access WorkApps, you can create and edit them. People shared with a WorkApp can view and use the app according to the roles assigned to them by the app builder.
Are Smartsheet items and WorkApp permission levels connected?
Permission levels in WorkApps roles are independent of the Smartsheet permission levels for collaborators on the source item. If you share a WorkApp with someone, you don't need to grant them access to each Smartsheet item within the WorkApp.
Who can share WorkApps and with whom?
The owner of a WorkApp can share it with paid users on any Smartsheet plan (internal or external to their company) at no additional cost.

Why is the WorkApp not appearing on Mobile?
Unpublished WorkApps don't appear on Mobile. Go back to your WorkApp or contact its builder. Once they've published the WorkApp, it should be visible on Mobile.
